I hate making suggestions; it makes me feel nag-y. But I’d like to suggest a few more boards, some public places not limited to just one group of people. Places like Central Park (you’d be surprised what can go down in a park o__O), or Sidewalks (because you have to get from here to there somehow), the Subways (for the same reason), shopping places, restaurants, etc. Besides, humans and Downworlders have to mingle somehow. I highly doubt that a mundane would just walk into the Institute and be like “I’m… not supposed to be here… am I?”
... Though that would be funny.
